Those are caps that went into a cap pistol I had when I was a kid. Most girls played with dolls. I played with cap pistols complete with a holster. Always wanted to be a cowgirl. My mother has always been thankful I settled on the horses and not the guns.
As a pre-teen I used to pop those caps with a rock. Then my grandfather and I got into big trouble. We decided to throw a roll of caps into the grill with hot coals. Need I say more?!

Not sure what the paintings on the hats signify, but the paintings show talent.
