It's "covert action." Maybe they should have put those 2 words on the same line. Oh well, a high school a classmate of mine wrote it (that would be Mr. Perry) so I'm giving it a read. Even though it was written mainly for teachers, military, and government types, it's quite good and very thought provoking.
Party Cloudy is an understatement for the title of this book. Ethics in war, espionage, and covert is a definite oxymoron.
